PROPOSED BYLAW CHANGES FOR CONSIDERATION AND ACTION AT LWVGGB ANNUAL MEETING

The 2018 Proposed Bylaw changes per review by Julie Arneth, Patricia Finder-Stone and Kathy Riley on 10/30/17 were discussed and approved by the LWVGGB board at their November 13 meeting. The following changes will be presented to the membership at the LWVGGB Annual Meeting for consideration and action. ARTICLE III Membership

Section 2 Types of Membership Rationale: Delete current language and replace with LWVUS approved text for Voting Members and Associate Members per Memorandum from Pat Donath regarding "Amendment to Conform Bylaws Adopted at LWVUS Convention 2016."

Delete: Section 2 Types of Membership a. Voting Member: Citizens at least 18 years of age who join LWVGGB and who pay annual dues shall be LWVGGB, LWVWI and LWVUS voting members for the membership year. b. Associate Member: All other members who are enrolled in recognized local leagues or the LWVUS shall be associate members. c. Life Member: Those who have been members of the LWV for fifty years or more shall be excused from the payment of dues.

Replacement: Section 2 Types of Membership a. Voting members. Persons at least 16 years of age who join the League shall be voting members of local Leagues, state Leagues, and of the LWVUS; (1) those who live within an area of a local League may join that League or any other local League; (2) those who reside outside the area of any local league may join a local League or shall be state members-at-large; (3) those who have been members of the League for 50 years or more shall be life members excused from the payment of dues. b. Associate Members. All others who join the League shall be associate members.

Section 3 Written Ballot Rationale:Consistent use of abbreviation LWVGGB Delete: League of Women Voters of Greater Green Bay Replacement: LWVGGB

ARTICLE: VI Financial Administration Section 3 Budget Rationale: Unnecessary language. The purpose of the budget is understood. Delete: Delete the sentence. The budget shall include support for the work of the LWVGGB as a whole.

Section 4 Budget Committee Rationale: To set a budget timeline. The budget will be reviewed by the Budget Committee and presented to the board for approval before being forwarded to the LWVGGB Annual Meeting for consideration and action.  

Delete: Delete the bold wording. A budget committee shall be appointed by the board at least two months prior to the annual meeting to prepare a budget for the ensuing year. The proposed budget shall be sent to all members one month before the annual meeting. The treasurer shall not be eligible to serve as chairperson of the budget committee.

Replacement: A budget committee shall be appointed by the board at the January board meeting. The Treasurer shall not be eligible to serve as chairperson of the budget committee. The board approved budget will be presented to the members for final approval at the LWVGGB Annual Meeting.

ARTICLE VII Meetings Section 2 Annual Meeting Rationale: Simplify language Delete: C. Adopt an adequate budget Replacement: C. Adopt a budget

ARTICLE VIII Nominations and Elections

Section 1 Nominating Committee Rationale: Clarify the language Delete: Delete the bold language. The nominating committee shall consist of three members, one of whom shall be a member of the board. All three shall be elected at the annual meeting. Nominations for these offices shall be made by the current nominating committee. Replacement: The nominating committee shall consist of three members, one of whom shall be a member of the board. All three shall be elected at the annual meeting. Nominations for this committee shall be made by the current nominating committee.

Section 3 Elections Rationale: Language and punctuation clarification Delete: The election shall be by ballot provided that when there is but one nominee for each office. The secretary may be instructed to cast the ballot for every nominee. Replacement: The election shall be by ballot at the annual meeting. When there is but one nominee for each office the secretary may be instructed to cast the ballot for every nominee.

ARTICLE IX Principles and Program

Section 1 Principles Rationale: Language simplification and clarification Delete: The governmental principles adopted by the national convention, and supported by the League as a whole, constitute the authorization for the adoption of the LWVGGB Program Replacement: The governmental principles adopted by the LWVUS Convention constitute the authorization for the adoption of the LWVGGB Program.

ARTICLE X National Convention, State Annual Meeting

Section 2 State Annual Meeting Rationale: LWVWI voting delegate number changed to state League members in attendance at the LWVWI Annual Meeting Delete: The board at a meeting before the date on which the names of delegates must be sent to the state office shall select delegates to that annual meeting in the number allotted the LWVGGB under the provisions of the LWVWI Bylaws. Replacement: Any voting member of the LWVGGB attending the LWVWI Annual Meeting is eligible to vote at the meeting.
